Strengths:

Weakness:

Lacking behind on Single Target on some boss fights after recent Ice Lance nerf (Sludgefist for example).

Bad at dealing with spread target damage (adds far from each other where dot-classes like Shadow Priest might shine).

What has changed

Ability wise we are seeing Mirror Image being a baseline ability for all mages (now a defensive cooldown), together with a few other abilities like Arcane Explosion and Fire Blast. Playstyle wise we are going for an Ice Lance oriented spec. It is basically about getting as many Ice Lance procs as possible and hit that button once it glows. No more Glacial Spike.

Stat Priorities

Not much has changed for frost mages in terms of stat priorities. You’ll always want to get as close to your shatter-crit which is 33%.

1. Intellect
2. Critical Strike (to 33.34%)
3. Haste
4. Versatility
5. Mastery
6. Critical Strike (after 33.34%)

Stat Outline

Crit: Increases your chance to critically strike. As a frost mage you have Shatter, which makes you always critically strike on frozen targets when you have 33.34% crit.

Haste: decreases the cast time of your spells, also lowers global cooldown as well as the cooldown of Blizzard.

Versatility: gives a flat damage done increase and damage taken reduction.

Mastery: Mastery: Icicles – causes Frostbolt and Flurry to store an Icicle which deals damage determined by your mastery and spell power. It also increases Frozen Orb damage.

Trolls are still the strongest with their racial haste increase buff Berserking. I could see this change later in the expansion once we get strong enough potency conduits where Icy Veins won’t line up with berserking (3-minute cooldown) due to having Icy Propulsion. But this is just me theory-crafting without having any tangible numbers. Race differences are ridiculously small, however, and there's almost no difference between most of them.

Enchants

With Shadowlands there are a few new enchants, and these are the best:

Shadowcore Oil: Can be used on your weapon for a slight damage increase together with your weapon enchant.
